Local Ordinance in New Orleans

New Orleans does not set payday loan terms, which come from Louisiana's Deferred Presentment and Small Loan Act, but the Comprehensive Zoning Ordinance controls where these stores can go. Section 20.3.O sets use standards for a check cashing establishment, pay day or title loan establishment, or pawn shop: none may open within 1,000 feet of another business in any of those categories, and drive-through facilities are prohibited. Article 26 defines a payday or title loan agency as a business lending money in exchange for a personal check or a vehicle title, and its definition of a financial institution expressly leaves out check cashing, payday and title loan businesses, so they cannot open under a bank's zoning permissions. The practical effect is fewer clustered storefronts, not cheaper loans.

What if a storm or a slow season means I cannot repay on time?

You can pay the fees plus at least 25% of the principal and refinance the rest, make partial payments of $50 or more before the due date, or ask for the extended payment plan every contract must include. Since August 2025 the lender also cannot report the missed payment to a credit bureau.
